Records to be Released in UWO Professor Misconduct Investigation

A state appeals court is ordering UW-Oshkosh to release records related to a misconduct investigation surrounding a business professor who suddenly stopped teaching classes earlier that year. Alexander Nemec, a reporter with the university newspaper, filed an open records request in March of 2017 for a complaint against Willis Hagen – along with documents from the investigation. Despite Hagen suing to block the release, a Winnebago County judge ordered the documents to be made public. Hagen argues that personnel records are exempt from open records laws, but the 2nd District Court of Appeals upheld the decision Wednesday – saying no exemptions exist for records of closed misconduct investigations.
