Records to be Released in UWO Professor Misconduct Investigation

A state appeals court is ordering UW-Oshkosh to release records related to a misconduct investigation surrounding a business professor who suddenly stopped teaching classes earlier that year. Alexander Nemec, a reporter with the university newspaper, filed an open records request in March of 2017 for a complaint against Willis Hagen – along with documents from the investigation. Despite Hagen suing to block the release, a Winnebago County judge ordered the documents to be made public. Hagen argues that personnel records are exempt from open records laws, but the 2^nd District Court of Appeals upheld the decision Wednesday – saying no exemptions exist for records of closed misconduct investigations.
