Voters in Some Counties to Address Dark-Store Loopholes

Voters in sixteen Wisconsin
counties will be asked about closing dark store loopholes on the ballot this
November. Residents of counties including Manitowoc,
Outagamie, Green Lake, and Winnebago will address the
topic. 

The loophole allows companies to assess property taxes based on the
value of an empty store, rather than one in operation – so it ends up paying
far less. Local governments are then not collecting as much, often making up
the difference by taxing homeowners and small businesses. Taxpayers in Wisconsin cover
68-percent of property taxes collected by local governments.
