Fond du Lac Man Found Not Guilty Due To A Mental Disease Or Defect Verdict.

Phase two of the first degree intentional homicide case against Daniel Navarro concluded Thursday with a not guilty due to a mental disease or defect verdict.

This came the day after he was found guilty of intentionally killing Phillip Theisen on July 3, 2020 when he crashed his pick-up truck into
Theisen as he drove his motorcycle on Winnebago Drive near the City of Fond du Lac.

The jury came to this verdict after hearing two doctors testify that Navarro experienced paranoid delusions from schizophrenia and was not guilty due to a mental disease or defect.

After the verdict, the court committed Navarro to institutional care at the Department of Health Services for life.

District Attorney Eric Toney stated “This was a horrific act of violence born out of hate and a mental illness. The defendant intentionally took the life of Phillip Thiessen because he was white and riding a Harley Davidson Motorcycle.”

Toney went on to say “Phillip was an incredible man that helped some of the most vulnerable in our society as a retired Wisconsin Department of Justice Division of Criminal Investigation – Special Agent, a former Fairfax Virginia Police Officer, and a United States Marine.”

Theisen also worked on internet crimes against children.
