Penny was born on October 5, 1945 in Massillon, Ohio to Ivy (Watts) and Bennett White.  She graduated from Massillon High school class of 63.  She went on to attend secretary school in Ohio.  After graduation she took a job working in Washington D.C. for the U.S. Navy Department.  Through a fateful meeting at church, she met her future husband Al Warren and the two were married on June 11, 1974, in Salt Lake City, Utah.  She and her growing family moved from D.C. to Utah, then to Idaho and finally settling in Wisconsin in 1983.

Penny enjoyed being social, going on lunches with friends, attending relief society activities put on by her church, writing letters, and talking on the phone.  She gained a great friendship from Madame Kuony when she worked for her helping with her cooking school, she also gained many friendships from ladies she attended church with.  She was an avid newspaper reader and news watcher.  She was a devoted member to the Church of Jesus Christ of Latter-day Saints holding many callings over the years.  She was also a lover of walking.  She also enjoyed many pets over the years.
