Governor Tony Evers’ has included a provision to close the
so-called “dark store loophole” do it in his state budget. Scott
Manley, Senior Vice President of Government Relations at Wisconsin
Manufacturers and Commerce, says the group has some concerns about the
proposal. “Its going to give local assessors the legal authority that they don’t
have right now to increase taxes on businesses and do so very unfairly, and in
a way that would place Wisconsin businesses under assessment laws that businesses
in other states don’t face,” Manley said. Local governments say the
“loophole” as a way for big corporations to pay less in taxes,
forcing state residents to pay more. Manley says closing it will simply force
businesses to pass the costs on to their customers.
